Ukraine’s Security Service notified three Russian servicemen in absentia of being suspected of raping a resident of Izium in Kharkiv Oblast. The Kharkiv Anti-Corruption Centre provided the information.
Colonel Emil Kamilovich Akhmerov (nicknamed “Wolf”), 44, junior sergeant Mammi Abdulgamidovich Mammiev, 25, and Konstantin Anatolyevich Shlyapnikov (nicknamed “Small”), 21, are suspected of committing the crime.
As the investigation found out, on 20 April 2022, at 18:00, in occupied Izium, Akhmerov, Mammiev, Shlyapnikov and another unidentified serviceman of the Russian armed forces, while being drunk, drove an armored personnel carrier to the house of a resident (her name is deliberately withheld) who lived with her family (mother and partner).
Akhmerov fired several shots in the direction of the household buildings. At the same time, other occupants surrounded the house and the yard where the victim’s civilian husband was staying.
After that, the Russians ordered all family members to hand over their mobile phones for checking, after which they returned them. The Russian military drove away from the victim’s house.
However, at 21:00 on the same day, Mammiev, Shlyapnikov and another Russian serviceman returned to the victim’s house, fired several shots and took her away. The victim’s mother and partner were ordered to stay at home. While the military was transporting the resident of Izium in an armoured personnel carrier, an unidentified Russian serviceman committed sexual acts against her unrelated to the penetration of another person’s body. Namely, he lifted her blouse and bra and touched her bare breasts with his hands. The victim was brought to another private house, where Colonel Akhmerov was already staying.
After a few minutes, Akhmerov entered the room and raped the victim twice orally and once anally. After an unidentified Russian serviceman orally raped a resident of Izium. Then it was the turn of Mammeev, who orally and vaginally raped the victim. Finally, Shlyapnikov orally raped the resident of Izium.
At 23:00, the victim was taken to her place of residence.

What information is available about these three war criminals?
- Akhmerov was born in Neftekumsk, Russia, and is the commander of the 99th self-propelled artillery regiment of the 3rd motorized rifle division of the 20th Combined Arms Army of the Western Military District of the Russian Federation. Colonel Akhmerov is registered and resides in the city of Narofominsk. In his profiles on social media, Akhmerov indicates that he served in Khabarovsk and the Republic of Dagestan at various times. In 2011, the Russian Ministry of Defence newspaper Krasnaya Zvezda made a report about then-lieutenant colonel Akhmerov. It stated that during the 10 years of his officer service, he had served in Chechnya, Tajikistan, Armenia and Dagestan.
- In 2015, Mammi Mammiyev was listed as a first-year student at the Samara State University of Economics, specialising in banking. And in 2018, Mammiyev was listed as a student majoring in Law.
- However, another one of the three occupiers, notified in absentia of suspicion for the rape of a resident of Izium, Konstantin Shlyapnikov, has not survived to this day. In November last year, Russian media reported that a funeral ceremony for Shlyapnikov was held in the village of Karmanovo, Yanaul district. It was stated that he died during hostilities on 24 October 2022 in the town of Svatove, Luhansk region. Shlyapnikov was buried in the Perm region.
