UKRAINE, LVIV, May 9 — On May 9, Ukrainian officials, the Council of Europe, and foreign ministers from European countries signed a document about political support of creating a Special tribunal for Russian aggression against Ukraine, said Ukrainian media “Grunt.”

During the last meeting in February 2025, the Core Group, consisting of Ukrainian and European officials, defined the legal framework of the future tribunal and created key points of the “Schuman draft Statute”—the core legal text that will govern the functioning of the Special tribunal.

In February, Gwara Media talked to experts about creating a future tribunal for Russia’s high command and its new and old challenges.

On May 9, foreign ministers of European countries met in Lviv, where representatives of the EU’s top leadership expressed political support for the launch of a Special tribunal for Russian aggression.

About 40 countries joined the coalition to create a Special tribunal for Russian aggression.

“The work team created a relevant formula for Ukraine in two and half years. It is important for us to save inevitable punishment for the President, Prime Minister, Foreign Minister of Russia, and other (officials),” said Andrii Sybiha, Foreign Minister of Ukraine, to journalists.

A special tribunal will be established in the Hague, and the Council of Europe will be the central institution of its creation.

Also, Iryna Mudra, the Deputy Head of the Office of the President of Ukraine, told Suspilne journalists that the tribunal should start working next year, but creation at the Council of Europe level will begin this month.

Moscow continues its aggression against Ukrainians even during the three-day ceasefire announced by Vladimir Putin, Russian President.
