UKRAINE, KHARKIV OBLAST, Oct. 21 — Over the past week, Russian forces attacked two Kharkiv thermal power stations, also known as TEC-3 and TEC-5, and Zmiivska thermal power station, Petro Tokar, head of the Kharkiv regional police, told Suspilne, a Ukrainian media outlet.

These thermal power stations are among the largest in Ukraine and supply electricity to Kharkiv city and the region. According to Tokar, the Russians attacked the stations with drones and Banderol missiles.

Also, police recorded Russian attacks on railway infrastructure and water intake sites for the regional center.

“We understand that the Russians are doing this to plunge civilians into total darkness and make the region’s settlements unsafe for life,” Tokar said.

On Oct. 11, Donald Trump, the US president, announced an “energy ceasefire” between Russia and Ukraine Ukraine was supposed to not strike Russian oil refineries and vice versa, though Ukraine has only one refinery, already damaged by Russian attacks.

Kyiv offered the ceasefire to spread to energy infrastructure as well and abided by it, until it was clear that Russia kept hitting energy facilities. Zelenskyy said that Ukraine removed internal limits for the military and resumed strikes on Russian oil refineries.
