UKRAINE, PISOCHYN, Oct. 12 — In the evening of Oct. 11, Russian forces attacked a combined heat and power plant in the Pisochyn community near Kharkiv, Volodymyr Zelenskyy, the Ukrainian president, said in his evening statement after Donald Trump, the president of the USA, claimed an energy truce between Russia and Ukraine.
During the attack on the power plant, one of the Russian Banderol missiles hit the residential area in Pisochyn, the Kharkiv regional Prosecutor’s Office said.
The attack killed a 16-year-old boy, a 19-year-old woman, and a 51-year-old woman and injured 28 locals, including children aged 8, 10, 13, and two years old, Oleh Syniehubov, the governor, said.
Russians damaged a shop, four apartment buildings, and five cars, the governor added.
According to Barak Ravid, a journalist for Axios, Trump’s proposal of an energy truce came “as news” to Zelenskyy. But the Ukrainian president said that if Russia agrees to an energy truce, Ukraine will abide by it, too.
Earlier, Trump announced he talked to Vladimir Putin, the Russian president, in which he agreed to supply Russian diesel fuel to the United States and global markets. Also, Trump repeatedly asked Zelenskyy to reduce attacks on Russian oil refineries.
Axios journalists, citing an undisclosed White House official, said that Trump’s announcement concerned only oil refineries, and expanding protection to the energy grid is possible only if a broader ceasefire is reached.
But Ukraine has only one oil refinery, which the Russians have attacked repeatedly and which is not working at full capacity. Russia, on the other hand, has an extensive network of oil refineries, a Ukrainian official told Axios. Zelenskyy said that over the past week, the Russians launched more than 200 attacks on energy infrastructure in Ukraine. Another 17 attacks targeted gas and oil facilities. During this period, the Russians killed more than 150 and injured over 700 people.
