UKRAINE, KHARKIV, Mar 26 — At about 11:38 a.m., an explosion occurred in the city. The Russian army hit the Shevchenkivskyi district of Kharkiv, reported the head of the Kharkiv Regional Military Administration, Oleh Syniehubov, and the mayor, Ihor Terekhov.
