The Kharkiv Regional Prosecutor’s Office served a notice of suspicion in absentia to a 41-year-old Russian serviceman of violating the laws and customs of war under Part 2 of Article 28 and Part 1 of Article 438 of the Criminal Code of Ukraine.
The lieutenant colonel with the call sign “Sailor” led the military of the 30th motorized rifle brigade of the Central District of the Russian Federation in the occupied Pisky-Radkivsky village, Izium district. He ordered the torture of anti-terrorist operation veterans and civilians to obtain information about pro-Ukrainian activists and the Ukrainian Armed Forces.
The Russians tortured and illegally detained Ukrainians. In particular, they beat them with a stun gun, sticks and kept them in basements without food and water. They forced them to clean the streets and dig trenches. They stamped two ATO veterans with a hot iron on their bodies. Each was assigned a “serial number” and ordered to respond to it.
The pre-trial investigation was carried out by the Investigation Department of the National Police in Kharkiv region. Law enforcement agencies are now deciding whether to put the suspect on the wanted list.
