UKRAINE, KYIV, Oct. 8 — Ukraine’s Parliament, Verkhovna Rada, adopted a resolution that declared the impossibility of running local elections during Russia’s full-scale war on Ukraine and martial law enacted because of it.
“To say simply, there’ll be no local elections in October of 2025,” said MP Yaroslav Zhelezniak from the “Holos” party on his Telegram channel.
The resolution assigns the primary responsibility for the absence of the democratic local elections, which should be run under Ukraine’s law and follow European standards, to Russia and its war of aggression.
As such, Parliament also declares that the authorities that were elected or assigned to their local governments — including posts of city mayors, city council officials, and other officials in villages and communities — will keep their posts and continue to fulfil their obligations.
Decisions about the renewal of the election process that might happen after Russia ends its war against Ukraine or Ukraine cancels martial law will be made according to the law, resolutions says.
Parliament also urged international partners to “maintain unity in efforts” to ensure continuous work of local governments during Russian aggression.
