KHARKIV, UKRAINE, Mar 23 — At 0:10 a.m., Russia attacked Kharkiv with a drone strike, causing a three-story building of a municipal facility to catch fire. After first responders came to the hit site, Russia attacked the area with another drone strike, injuring three of them, the State Emergency Service of Ukraine reported on their Telegram channel.
The fire caused by the first UAV [unmanned aerial vehicle — ed.] spread over 150 m2. The police and SES workers arrived at the hit site immediately. The second strike injured a 19-year-old man, a police officer, and two emergency workers. It also damaged two SES cars.
Kharkiv region prosecutors report they’ve found the debris from at least three UAVs at the hit site. The investigation is ongoing.
A double-tap strike is a well-known Russian tactic they’ve often employed in Syria and Ukraine. On March 15, Russians hit Odesa with a double-tap attack, killing 21 and injuring 74 people, including rescuers and volunteers who came to help in the aftermath of the first strike.
On March 22, the Russian army hit Ukraine with a combined missile attack on primarily critical energy infrastructure, damaging around 20 power stations and substations, in particular, the Dnipro Hydroelectric Power Plant in Zaporizhzhia, according to Prime Minister Denys Shmyhal. Oleh Syniehubov, the governor of Kharkiv Oblast, reported Russia hit the region with up to 21 missiles, causing blackouts, heating and water outages. The region’s energy grid is currently being recovered, with at least 275,000 households still without electricity.
