UKRAINE, KUPIANSK, Jul 23 — Over July of 2025, Russian forces conducted thousands of attacks on Kupiansk and the nearest settlements. The attacks killed seven and injured 39 people, including four police officers, said Andrii Besedin, head of the Kupiansk military administration on the Apostrophe TV channel.

Kupiansk is the largest city east of the Kharkiv region and an important hub for logistics and transportation. It has been one of the primary targets of the Russian army since the start of a full-scale invasion.

Russians use mortars, artillery, FPV-drones, and guided aerial bombs to attack the city and nearest settlements. Besedin noted that they recorded 141 Russian aerial bombs and two Kh-38 missiles over July.

“We can’t say anything about recovery (of the infrastructure — ed.) because of the constant Russian attacks on the Kupiansk and nearest settlements. We are trying to protect our critical infrastructure, energy, and gas supply, despite being 2.5 kilometers (1.6 miles) from the front line,” said Besedin.

However, the administration stopped the water supply because of the recent Russian attack on the water pipe, which cannot be repaired.

Even so, there are still over 1,200 civilians living in the city and 2,200 people in the Kupiansk community.

“Unfortunately, people refuse evacuation and put themselves and those involved in the evacuation at risk,” said Besedin.

Emergency medical care still works in Kupiansk, but sanitary assistance, family and specialty doctors have been evacuated.

Besedin noted that Kharkiv will create a medical center for people from Kupiansk, giving them a full range of services, including rehabilitation.

Currently, more than 8,600 people from Kupiansk and the nearest settlements are registered at the support center in Kharkiv or the region.
