UKRAINE, May 16 — The International Register of Damage Caused by the Aggression of the Russian Federation against Ukraine has begun accepting claims under a new category – Damage or Destruction of Non-Residential Immovable Property, said the President’s Office.

The International Register of Damage is a record founded by the Council of Europe for Ukrainian individuals, businesses to seek compensation for damages from Russian aggression against Ukraine.

Currently, 10 categories are open for submissions. In addition to damage or destruction of non-residential immovable property, these include:

  • damage or destruction of residential property; 
  • death of an immediate family member; 
  • involuntary internal displacement due to Russian aggression; 
  • serious personal injury caused by the aggressor; 
  • cases of sexual violence committed by occupiers; 
  • torture; 
  • inhuman or degrading treatment; 
  • deprivation of liberty; 
  • forced labor or service.

Nearly 30,000 claims have already been submitted to the Register.

Non-residential real estate destroyed or damaged after February 24, 2022, includes office spaces, stores, warehouses, and industrial facilities.

“Every submitted claim is not just a bureaucratic procedure – it is a contribution to the restoration of justice and a clear signal: no loss caused by Russian aggression will be left unaddressed,” emphasized Deputy Head of the Office of President Iryna Mudra.

If a Russian attack destroys or damages property, the owner is entitled to full compensation for its value; in case of damage, reimbursement of repair or restoration costs.

At the same time, owners of big agricultural businesses said there is no effective government plan to help save farms after the Russian attacks.

“There is support for small farmers who keep from five to 100 cows with the money from European grants. Unfortunately, big dairy farms must do everything alone (dealing with damage after Russian attacks — ed.),” said Olena Zhupinas, Deputy CEO of the Association of Milk Producers to Gwara Media.
